50,000 Chicago students are in "failing" seats. Who is sitting in those seats?
The report shows that a disproportionate number of minority students are in the lowest performing seats, with one in four African American students and one in 25 Hispanic students in seats that are considered to be failing, compared to only two in every 100 white students. Most are in low-income communities.
